To enable JavaScript in IE go to Tools>Internet Options>Security and select the default security level (Medium). Go to the globe icon labeled Internet and under Security click on Default Level. Another way is to move the slider till it shows Medium.

However, if you've enabled Custom Level security (this gives you greater control over the security settings), remember to select the radio button Enable under Scripting>Active Scripting.
